IBSF President Mr. Mubarak Al Khayarin has sent a letter to all IBSF members and friend on 8th October 2017, which stated:
This is to update you on recent developments regarding the proposed management of Billiards and Snooker Worldwide. This scenario was anticipated well before, so IBSF had advised WPBSA several months ago to discontinue the Memorandum of Understanding between the IBSF and WPBSA to avoid such situation.
First of all on behalf of the IBSF board members, I assure you that IBSF will always keep supporting its member countries in spite of recent developments which are harming our sports. IBSF has been organizing the World events since the 1960’s, and it will remain doing so with the support of its members. IBSF hereby, once again invites you to send your players to the IBSF World Snooker Championships (Men, Women and Masters) in Doha, Qatar, scheduled to be held in November 2017. Kindly make sure to send your representative to attend the IBSF AGM to discuss and finalize the ongoing developments, since your point of view is very valuable and very important to us.
On Thursday the 5th October the WPBSA announced they were setting the World Snooker Federation WSF to manage the Sport.
On Friday the 6th the EBSA Chairman sent an email to EBSA members that the EBSA has withdrawn from IBSF and affiliated to the WSF. This decision appears to have been taken without reference to the individual members of EBSA but the IBSF will not comment any further on the process. We will leave that discussion to the Members of EBSA.
Shortly afterwards the IBSF received another letter informing us that the EBSA was immediately withdrawing from all IBSF committees including the IBSF Board. This means that the individual European members of IBSF do not have a voice on the IBSF Board at this moment in time. IBSF would like to reassure the European member of IBSF that nothing has changed for you regarding your participation in IBSF events.
I would like to reassure all IBSF members that the IBSF remains committed to promoting the Game worldwide and with your support we will continue to do so.
I would also remind you that the World Confederation of Billiards Sports WCBS is the only cue sports body recognised by the IOC. The IBSF is an integral part of the WCBS along with Pool WPA and Carom UMB. The WCBS has been in existence since 1990 with the first General Assembly held in 1992. In 1995 the WCBS was recognised by The General Association of International Sports Federations GAISF. In 1998 the WCBS obtained full recognition from the IOC which it still retains today. Since 2001 Cue Sports have been part of the World Games. The most recent was held in Poland last July which was a great success for Cue Sports.
For those National Associations/Federations who receive funding through their Olympic Committee, it is vital that they must be part of an International Federation recognised by the IOC.
The IBSF AGM is scheduled for the 24th of November in Doha Qatar. We will have time to discuss these changes in proper way at this meeting. The IBSF will follow proper procedures and not make any decisions without first taking into consideration the views of our members, especially Europe with regard to the recent developments there. I would urge all members to make every effort to send a delegate to attend this very important AGM.
